Indra, the God-mind as Sri Aurobindo calls him, is indeed the most powerful deva accessible to us
But to have him descend fully we need to reach a purity and intensity that can sustain his descent
Indra in RV 1.4 is a creator of beautiful forms
He resolves all questions and doubts
He grants to the seeker only what he or she can hold
He is shatakrato, of a hundred wills, and destroys vrittra
He gives bliss and is a true friend
He is a great continent of goodness and boons
Of him and to him we sing
If humanity could only realize his abilities would it still remain limited and petty?

But we would not be able to withstand and his descent would cause great destruction to us
He is the highest perfection of mind, of great power and discernment
Why would he create conditions that would obstruct his own descent? So, he who is timeless allows us the time to grow into him, with great viveka
Someone (Harendranath Chattopadhyaya, I think) asked Maharishi Raman if he could transmit nirvana into him
Sri Raman said, yes.
But then counter questioned, would you be able to hold it?

This is one of those aspects of Indian national historiography that is endlessly repeated even tho it lacks a factual basis. Even Vivekananda made a similar argument in his writings, namely that Indian civilization was spiritual, not political or materialistic. It is a recurrent theme that many thinkers that arose during the colonial encounter accepted the Romanticist notion of India propagated by European thinkers and deemed it a normative description of Indian civilization. Sri Aurobindo rightly understood that the India encountered by Europe in the late 18th century was already degraded and had lost its spirit of adventure and abundance.

I've made this point before, but Gandhi's sentiment here (that Indian civilization is fundamentally non-materialistic) was exceedingly common among the thinkers who emerged during the colonial period. It's not a surprise that many of them, like Gandhi, essentially rediscovered their Hindu-ness via the West, whose understanding of India was heavily influenced by the German Romantics who popularized this idea of India. One can believe, like Sri Aurobindo did, that Indian civilization both had a spiritual mission and had a history of material and creative superabundance.
